Org. Setting and Reporting
The United Nations, in its Field Missions, relies on commercial contractors to provide critical goods, services and works for Missions support. These include complex high dollar value contracts for the provision of fuel and related services for peacekeeping troops deployed in the Missions. The Fuel Operations Unit fulfills the role of initiation, implementation, overview, monitoring and corporate management of such contracts as well as technical training and support of its staff in support of the peacekeeping and peace-building operations

This position is located in the Fuel Operations Unit, Supply Section of the Specialist Support Service (SSS) within the Logistics Support Division (LSD) of the Department of Field Support (DFS) in New York. The incumbent performs as Chief of Fuel Operations Unit under the supervision of the Chief, Supply Section.

Responsibilities
In carrying out this role, the Supply Officer (Fuel Operations) works closely with internal and external partners, client field missions to ensure fuel contract implementation as well as a safe and secure supply chain.
Within delegated authority, the Supply Officer (Fuel Operations) will be responsible for the following duties:
(1) Provide effective and timely planning, oversight, management and coordination of fuel and other supply support to new, sustaining, expanding, contracting and liquidating peacekeeping and other field missions;
(2) Ensure the timely provision of expert technical advice on matters related to petroleum specification, delivery, contracting, equipment, maintenance, safety, staffing and risk mitigation; (3) Plan, coordinate and oversee the work carried out in the Unit determining priorities and allocating resources for the completion and timely delivery of outputs;
(4) Develop, review, monitor, assess and manage contracts for fuel and associated equipment support services including preparation of Statements of Work, technical evaluations, requisitioning, contract quality control and quality assurance, accounting and invoicing verification;
(5) In close liaison with mission clients, monitor and analyze contract performance to ensure compliance with contract terms, schedules and cost objectives;
(6) Resolve within the terms and conditions of the contracts, conflicts/problems arising in cases of poor performance or non-compliance with contractual obligations, document and refer to the Procurement Division (PD) cases of non-compliance or poor performance;
(7) Plan and prepare cost estimates/budget implications, performance reports and forecasts of Mission’s requirements for petroleum, oils and lubricants (POL) and related equipment ;
(8) Review and assist in the preparation of cases for submission to the Headquarters Committee on Contracts (HCC);
(9) Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained including the roll-out of the Electronic Fuel Management System;
(10) Ensure that audit reports, management letters and OIOS findings are analyzed & responded to and closed without delay;
(11) Develop, review, evaluate and upgrade policies and standard operating procedures for fuel management including the DPKO/DFS Fuel Operations Manual;
(12) Manage, guide, develop and train staff;
(13) Ensure that environmental considerations are taken into consideration to decrease DFS’ environmental footprint;
(14) Provide specialist technical and logistical advice to the Chief Supply Section on all matters related to fuel supply;
(15) Perform other duties as required, including providing generic assistance to other Supply Section Units’ activities.

Education
Advanced University degree (Masters or equivalent), in business administration, engineering (chemical, petrochemical or mechanical engineering), or closely related field. A first level university degree in the above listed disciplines with a relevant combination of technical training and experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in supply or project management in the petroleum industry, UN, military or government petroleum operations. Experience in the procurement, administration or management of large scale goods or services contracts ($100M+) is required. At least 3 years of which must have been at the management level directing fuel operations in a peacekeeping mission, military or large commercial operation is required. Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language, preferably French, is desirable.

Assessment Method
