Org. Setting and Reporting
This position is located in the Career Support & Performance Management Section, Learning, Development & HR Services Division, Office of Human Resources Management, in the Department of Management. The Staff Development Officer reports to the Chief of Section.

Responsibilities
Under the overall supervision of the Chief of Section, the incumbent, leading a dedicated team, will perform the following duties:
(1) identify and analyze staff development and career support needs; develop and implement programmes and workshops to support performance management and development, career development and mobility;
(2) Assist in the organization, planning, implementation and supervision of mobility initiatives and programmes;
(3) Provide advice and counsel support on mobility and career development to staff at all levels and in all categories, including staff serving in field operations;
(4) Contribute to the development of career models with potential career paths and cross-over points in moving across functions and occupations;
(5) Brief senior management, staff members and representatives of staff on performance management and development, career development and mobility, and their relation to broader strategic HR goals of the Organization;
(6) Prepare policy papers, position papers and briefing notes on issues related to performance management, staff development, mobility and career development for presentation to OHRM, the General Assembly and other stakeholders;
(7) Provide performance management advice to staff and management and coordinate the design of programmes in performance management and development. Assist supervisors and staff with understanding and using the performance management and development system to promote a culture of high performance, continuous learning and development.

considers all those to whom services are provided to be “clients ” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education
Advanced university degree (Master’s degree or equivalent) in Human Resources management or development, public administration, business administration, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in human resources management is required. Experience in career development, performance management, succession planning or related fields of public administration is highly desirable. Experience working in a field mission environment is desirable.

Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required. For this post English is required. Knowledge of French is desirable.

Assessment Method
Qualified candidates will be subject to a written assessment and if successful, a competency based interview.
