Org. Setting and Reporting
Under the supervision of the Special Assistant to the Under-Secretary-General for Field Support (DFS), the incumbent will assist the Under-Secretary-General (USG) in the elaboration and execution of policies and procedures for the overall direction of the substantive work of DFS.

Responsibilities
The Programme Officer assists the Under-Secretary-General (USG) in the elaboration and execution of policies and procedures for the overall direction of the substantive work of DFS. He/she supports the development, coordination and dissemination of policies and regulations to field missions. The incumbent is responsible for monitoring the deliberations of the United Nations legislative bodies and supports the USG, DFS in liaising and maintaining contacts with Permanent Missions and Secretariat Departments in matters related to support to peacekeeping operations and other field missions. He/she is responsible for liaising with senior officials of UN peace operations, as well as with senior staff of other departments to coordinate policy and operational issues and provide guidance and advice on departmental policies and agreed-upon courses of action. The incumbent is responsible for assisting in the preparation of policy statements, speeches, background papers and draft reports; as well as contributing to the preparation of statements by the USG, DFS and reports to the Security Council and General Assembly by the Secretary-General. Perform other duties as required.

Ability to integrate knowledge with broader strategic, policy and operational objectives; ability to improve processes and approaches; demonstrated adaptability to changing priorities; strong negotiating skills and ability to influence others to reach agreement on difficult issues; in depth understanding of the UN system, organization and inter-relationships as they relate to DFS work. Broad knowledge of UN peace operations. Knowledge of programme management and finance and budget oversight. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education
Advanced university degree in political science, international affairs, administration, management, economics or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area, at least one of which should include inter-governmental processes. Experience in a UN peacekeeping mission, special political mission or field activity sponsored by a United Nations agency, fund and Programme or implementing partner is desirable.

Languages
Fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage

Assessment Method
After screening of applications, qualified candidates may be invited to an assessment test and a competency-based interview.

- These posts are financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval. The appointment of staff will also be limited to service on posts financed by the Support Account.
